Fixed outer edges, hues based on World Flag Database (http://www.flags.net/). The stars were incorrectly placed (large star was way off centre) and sized (small ones too large and large one too small). Although the flag strongly resembles the one used between 1960 and 1963, the blue of the 1997 one is definitely a lot darker.
The construction specs are, according to FotW, as follows. Colours are Pantone 109C over 286C. The small stars are inscribed in circles 1/7 of the hoist, stacked on top of each other (thus the set of six stars is 6/7 by 1/7), and offset 1/14 from the hoist edges. The large star is 3/7 and in the true centre.
